What is Legislative Services?
- Preparation of Council agendas and any other Council Committee and Board agendas.
- Record and communicate decisions of Council and their boards and committees.
- Secretary to the Subdivision & Development Appeal Board.
- Board Clerk to Assessment Review Board.
- Act as Returning Officer; conduct and report results for municipal and school board elections and plebiscites
- Act as Freedom of Information and Protection of Privacy Act (FOIP) coordinator, including receiving and administering all FOIP requests.
- Maintains the care and custody of the Corporate Seal.
- Manage Council budget and administrative requirements.
What is Administrative Services?
- Provide custody and maintenance of all bylaws, policies, minutes and corporate records.
- Responsible for conducting the municipal census.
- Ensure security systems are in place and operational.
- Commissioner of Oaths Services.
- Congratulatory Certificates.
- Provision of secretarial, itinerary and clerical services for Mayor and Council as well as certain other committee/board members and staff members.
- Planning and execution of special events for the Town and for Council.
- Coordination and maintenance of Town Policies.

Commissioner of Oaths Service
Commissioner of Oaths service is available at the Town Office between the hours of 8:30 a.m. and 4:30 p.m. Please read the following information below with respect to accessing these services:
The Commissioner of Oaths CANNOT / IS NOT;
- A Notary Public.
- Recognized outside of Alberta.
- Provide legal advise.
- Commission documents required under the Dower Act and some insurance documents that waive of rights.
- Passport documents.
- Preparation for Commissioner of Oaths
- All documents must be signed in the presence of the Commissioner of Oaths
- Photo identification is required.
- Ensure the paperwork is completed including all exhibits if any.
- If your paperwork requires a witness to your signature and the affidavit of execution requires the witness to say that they "personally know you," you must have a witness (who knows you personally) attend Town Office to complete the affidavit.
This service is usually available at any time on a walk in basis, but please phone ahead if you wish to ensure that a Commissioner is available.
Please note: This is a service provided at no cost for the convenience of Town of High River residents. If at any time the Town’s Commissioners for Oaths are unsure of the documentation provided or are uncomfortable with administering the oath, the Town reserves the right to refuse this service.
