James completed a BA in Asian Studies and Political Science while attending the University of Victoria, Victoria, BC. He subsequently completed a post degree Diploma in Public Sector Management (Local Government) at the School of Public Administration, University of Victoria in 1993. While attending university, he served in a variety of positions in local government including: The Municipal Officers’ Association of BC and the Islands Trust. Professional education includes the Banff Centre for Management, Local Government Leadership Certificate as well as being granted the Executive Certificate in Local Government Executive Management from the Province of British Columbia.
James has worked in local government for over 15 years. He has held a number of Chief Administrative Officer positions during his career as well as spent some time in the private sector with work associated with local government.

Community Services - oversees Protective Services (includes: Emergency Services, Bylaw and the Fire Department,) Family and Community Support Services (FCSS), the Parent Link Centre,·and the Bob Snodgrass Recreation Complex which is responsible for parks, and all recreation and community programming. |

Rob Milne, Director of Development Services

Development Services includes the planning services, business and tourism and culture services departments. |

Ty Stokes, Director of Engineering & Operations |
Engineering and Operations -provides engineering services, infrastructure inspections,·and oversees the operations department, water and waste water treatment plants, solid waste management, the recyling centre and roads. |

Kelly Clapham, Director of Human Resources

Human Resources - responsible for all recruitment and selection; managing benefits, salaries, health and safety concerns. |

Legislative Services - responsible for council agendas, meetings, minutes, corporate adherence to FOIP, managing bylaws, procedures and liasioning with council members, and town quasi-judisical appeal boards. The Director of Legislative & Administrative Services position is a designated officer with specific responsibilities and duties under Bylaw 4267/2010 |
